Development and Implementation of Energy Policies and Strategies in Madagascar

The Indian Ocean Commission (IOC) was implementing the IOC-ENERGIES programme with the objective of increasing access to sustainable and affordable energy services in the IOC region, namely in the states of Mauritius, the Seychelles, Madagascar and Comoros. These states were at different levels of development in the fields renewable energies (RE) and energy efficiency (EE) and came up with several initiatives and activities in both fields, however, most of them had been implemented without a national RE and EE vision or strategy. Therefore, the IOC-ENERGIES programme was supporting these four countries in developing national strategies. The project objective was a capacity building and training programme in renewable energy and energy efficiency for policy makers of the states of Mauritius, the Seychelles, Madagascar and Comorosand to improve the skills on energy policy and strategy development and implementation.
